Sharing a place with people you don't know is easier to manage than if you were to own a place with friends. As everyone knows, doing business with friends is tricky and co-owning something with them is the same thing. With time, many things can happen between friends: You might no longer be friends, for instance, or they might do something to the apartment that you don't like, or break something, or they might stop paying their dues for some reason. Are you going to sue them for that?
With a well-managed fractional ownership investment, and a well structured set of bylaws and usage conditions that apply everyone in the Association, and in particular people you don't know, it is much easier for management to handle these issues and you won't have to feel "guilty" about enforcing some of these rules.
